Trong ghi chép ngắn, chúng tôi đưa sớm ra một số suy nghĩ về việc xây dựng văn hóa phụng sự môi trường, xuất phát từ một góc nhìn gần gũi với hoạt động văn hóa, nghệ thuật. Đó là góc nhìn từ lối sống của một tập hợp, có lẽ hiện nay khá bé, những nhân vật được yêu mến bởi dông đảo công chúng khán giả, thông qua các vai diễn trên màn ảnh. Họ hay được gọi bằng (...) danh xưng rất đặc trưng văn chương, báo chí là những “minh tinh màn bạc”. Những suy nghĩ này có nguồn gốc từ thực tế quan sát được cho thấy, đôi khi những thứ gọi là “lạ đời” chẳng qua chỉ mang ý nghĩa không được số đông thực hành mà thôi. Nó không hoàn toàn mang ý nghĩa sai lạc, hay phản logic, hay trái đạo lý. Thậm chí có thể ngược lại, chưa chắc cái được số đông thực hành có nghĩa là đúng đắn, logic hay hợp đạo lý! (shrink)

Sự ủng hộ và hỗ trợ của cộng đồng dân cư đối với các chính sách bảo tồn hệ sinh thái biển và ven biển là quan trọng và cần thiết. Tuy nhiên, các nghiên cứu đa quốc gia hiện nay về các yếu tố tác động đến vấn đề này vẫn còn nhiều thiếu sót. Hơn nữa, các nghiên cứu liên quan đến biến đổi khí hậu có khả năng làm suy giảm sự ủng hộ hành vi bảo tồn (...) biển và ven biển vẫn còn nhiều hạn chế. Cho nên, nghiên cứu này được thực hiện nhằm tìm hiểu các tác động của nhận thức liên quan đến biến đổi khí hậu của các bên liên quan đối với sự sẵn sàng hỗ trợ bảo vệ biển. Nghiên cứu áp dụng phương pháp Bayesian Mindsponge Framework (BMF) cho tập dữ liệu gồm 709 cá nhân liên quan tới hệ sinh thái biển và ven biển ở 42 quốc gia, thuộc dự án MaCoBioS, được tài trợ bởi Ủy ban Châu Âu. Kết quả phân tích chỉ ra rằng cá nhân có suy nghĩ rằng xã hội đang làm nhiều việc để giải quyết tác động của biến đổi khí hậu, phát triển công nghệ có thể giúp giải quyết các vấn đề môi trường, và việc ứng phó với biến đổi khí hậu sẽ gây thiệt hại cho kinh tế đất nước sẽ có xu hướng không sẵn sàng hỗ trợ bảo vệ biển hơn. Dựa trên kết quả này, chúng tôi gợi ý rằng việc nâng cao nhận thức và kiến thức của các cộng đồng dân cư gắn liền với biển có thể giúp tăng cường hành động và cải thiện sự đồng hành, hỗ trợ của chính họ đối với các chương trình bảo tồn đại dương và ven biển. Xa hơn nữa, những nhận thức này sẽ là nền tảng cho việc xây dựng văn hóa thặng dư sinh thái. (shrink)

Với cùng suy tư và nỗ lực phục hồi giá trị nhân văn cho sự nghiệp bảo tồn đa dạng sinh học và tự nhiên, chúng tôi tìm được một bức ảnh về chim bói cá, được chụp cách đây gần một thế kỷ, của tác giả A. F. Skutch trên The Condor [1]. Thật sự không dễ dàng để có được một bức ảnh sinh động, chân thực và gợi lên nhiều cảm xúc. Bức ảnh này có khả năng lay động tâm tư suy nghĩ của người xem và đánh thức lương tri vì một môi trường tràn đầy sự sống. (shrink)

Thông tin là nguyên liệu quan trọng trong đời sống hiện đại. Dường như, đô thị là nơi tập trung nhiều thông tin hơn cả, do hệ thống hạ tầng được đầu tư tốt, và thói quen tiêu dùng thông tin cũng phổ biến. Sự tiến bộ nhanh chóng của các nền tảng Công nghệ Thông tin (CNTT) và ngôn ngữ lập trình đã làm thay đổi hình thái vận động và phát triển của xã hội loài người. Không gian mạng và các tiện ích đi kèm ngày càng được mở rộng, dẫn đến sự chuyển dịch dần từ đời sống trong thế giới thực sang đời sống trong thế giới ảo (còn gọi là không gian mạng hay không gian số). Sự mở (...) rộng và phát triển của các Mô hình Xử lý Ngôn ngữ Tự nhiên (Natural Language Processing – NLP) và Mô hình Ngôn ngữ Lớn (Large Language Model – LLM) thể hiện những đặc điểm giống con người về lập luận, nhận thức, sự chú ý và sáng tạo đã giúp con người vượt qua rào cản về khả năng vận hành. Đi kèm với các tiềm năng to lớn của AI là những lỗ hổng bảo mật mới và các rủi ro về an ninh thông tin phức tạp hơn. Khi xã hội vẫn đang cố gắng chuyển mình sang giai đoạn mới để có thể thích ứng với sự biến đổi công nghệ, cuộc cách mạng AI lại tiếp tục diễn ra đòi hỏi chúng ta phải suy nghĩ lại quỹ đạo của quá trình chuyển đổi xã hội vì nó có thể làm trầm trọng hơn các rủi ro an ninh thông tin được trình bày ở trên. Cụ thể, xã hội cần tiến hóa như thế nào để có thể bắt kịp với sự biến đổi mang tính đột phá tạo ra bởi làn sóng công nghệ AI hiện nay? Làm sao để quản lý và tận dụng sức mạnh của chúng trong khi vẫn đảm bảo được an ninh thông tin khi không gian và thời gian sống trong thế giới ảo của chúng ta ngày càng tăng? An agent’s knowledge of her own intentional actions (agential knowledge) is non-observational. Yet, intentional actions typically consist of happenings external to the agents. A theory is needed to explain how agents are warranted to form such beliefs independent of observation. This paper first argues for three desirable features of an ideal theory about agential knowledge. After showing that no existing theories possess all three, a novel theory that does is presented. The article sets out a primitive ontology of the natural world in terms of primitive stuff—that is, stuff that has as such no physical properties at all—but that is not a bare substratum either, being individuated by metrical relations. We focus on quantum physics and employ identity-based Bohmian mechanics to illustrate this view, but point out that it applies all over physics. Properties then enter into the picture exclusively through the role that they play for the dynamics of the primitive (...) stuff. Appealing to imagination for modal justification is very common. But not everyone thinks that all imaginings provide modal justification. Recently, Gregory and Kung :620–663, 2010) have independently argued that, whereas imaginings with sensory imageries can justify modal beliefs, those without sensory imageries don’t because of such imaginings’ extreme liberty. In this essay, I defend the general modal epistemological relevance of imagining. I argue, first, that when the objections that target the liberal nature of non-sensory imaginings are adequately developed, those objections (...) also threaten the sensory imaginings. So, if we think that non-sensory imaginings are too liberal for modal justification, we should say the same about sensory imaginings. I’ll finish my defense by showing that, when it comes to deciding between saying that all imaginings are prima facie justificatory and saying that no imaginings are justificatory, there is an independent reason for accepting the former. It’s intuitive to think that an intentional action requires that the agent knows that she’s doing so. In light of some apparent counterexamples, Setiya suggests that this intuitive insight is better captured in terms of credence: performing an intentional action requires the agent to have a higher credence that she’s doing so than she would have otherwise. I argue that there is no such thing as an agent’s credence for what she’s doing. After distinguishing this thesis from an idea some (...) defend under the slogan “deliberation crowds out prediction”, I explore the thesis’s broader epistemological implications for the belief-credence relation. Mengzi states that our human nature consists of our ability to feel compassion, disdain, respect, and (dis-)approval: all human beings have them. But he also states that we lose these four emotional capacities if we don’t reflect on or attend to them. There is an apparent contradiction in saying that all humans have them, but some have lost them. This essay offers a close reading of Mengzi’s phrase “to lose it” that helps explain away this appearance of contradiction. Some philosophers argue that non-presentist A-theories problematically imply that we cannot know that this moment is present. The problem is usually presented as arising from the combination of the A-theoretic ideology of a privileged presentness and a non-presentist ontology. The goal of this essay is to show that the epistemic problem can be rephrased as a pessimistic induction. By doing so, I will show that the epistemic problem, in fact, stems from the A-theoretic ideology alone. T. M. Scanlon’s contractualism is a meta-ethical theory that explains moral motivation and also provides a conception of how to carry out moral deliberation. It supports non-consequentialism – the theory that both consequences and deontological considerations are morally significant in moral deliberation. Regarding the issue of punishment, non-consequentialism allows us to take account of the need for deterrence as well as principles of fairness, justice, and even desert. Moreover, Scanlonian contractualism accounts for permissibility in terms of justifiability: An act is (...) permissible if and only if it can be justified to everyone affected by it. This contractualist thesis explains why it is always impermissible to frame an innocent person, why vicarious punishment is impermissible, and why there has to be a cap on sentences. Contractualism therefore allows us to take deterrence as a goal of punishment without the excess of utilitarianism. This paper further argue that the resulting view is superior to pure retributivism. Finally, it shows why legal excuses and mitigation can be justified in terms of the notion of negative desert. Quantities like mass and temperature are properties that come in degrees. And those degrees (e.g. 5 kg) are properties that are called the magnitudes of the quantities. Some philosophers (e.g., Byrne 2003; Byrne & Hilbert 2003; Schroer 2010) talk about magnitudes of phenomenal qualities as if some of our phenomenal qualities are quantities. The goal of this essay is to explore the anti-physicalist implication of this apparently innocent way of conceptualizing phenomenal quantities. I will first argue for a metaphysical thesis (...) about the nature of magnitudes based on Yablo’s proportionality requirement of causation. Then, I will show that, if some phenomenal qualities are indeed quantities, there can be no demonstrative concepts about some of our phenomenal feelings. That presents a significant restriction on the way physicalists can account for the epistemic gap between the phenomenal and the physical. I’ll illustrate the restriction by showing how that rules out a popular physicalist response to the Knowledge Argument. (shrink)

Intuitively, the future is open and the past fixed: there is something we can do about the future but not the past. Some metaphysicians believe that a proper metaphysics of time must vindicate this intuition. Whereas philosophers have focused on the future and the past, the status of the present remains relatively unexplored. Drawing on resources from action theory, I argue that there is something we can do about the present just like there is something we can do about the (...) future. Hence, a proper metaphysics of the open future should allow for an open present as well. I argue that none of the major metaphysics of the open future currently available can accommodate an open present adequately. Finally, I’ll show that, surprisingly, the shrinking block metaphysics can. (shrink)

It is a truism that there are erroneous convictions in criminal trials. Recent legal findings show that 3.3% to 5%of all convictions in capital rape-murder cases in the U.S. in the 1980s were erroneous convictions. Given this fact, what normative conclusions can be drawn? First, the article argues that a moderately revised version of Scanlon’ s contractualism offers an attractive moral vision that is different from utilitarianism or other consequentialist theories, or from purely deontological theories. It then brings this version (...) of Scanlonian contractualism to bear on the question of whether the death penalty, life imprisonment, long sentences, or shorter sentences can be justified, given that there is a non-negligible rate of erroneous conviction. Contractualism holds that a permissible act must be justifiable to everyone affected by it. Yet, given the non-negligible rate of erroneous conviction, it is unjustifiable to mete out the death penalty, because such a punishment is not justifiable to innocent murder convicts. It is further argued that life imprisonment will probably not be justified (unless lowering the sentence to a long sentence will drastically increase the murder rate). However, whether this line of argument could be further extended would depend on the impact of lowering sentences on communal security. (shrink)

Imagination is a source of evidence for objective modality. It is through this epistemic connection that the idea of modality first gains traction in our intellectual life. A proper theory of modality should be able to explain our imagination’s modal epistemic behaviors. This chapter highlights a peculiar asymmetry regarding epistemic defeat for imagination-based modal justification. Whereas imagination-based evidence for possibility cannot be undermined by information about the causal origin of our imaginings, unimaginability-based evidence for impossibility can be undermined by information (...) about the causal origin of the unimaginability. It is argued that an acceptance of S4 over S5 as the true logic for objective modality best explains this epistemic asymmetry. (shrink)

In “Two Dogmas”, Quine indicates that Carnap’s Aufbau fails “in principle” to reduce our knowledge of the external world to sense data. This is because in projecting the sensory material to reconstruct the physical world, Carnap gives up the use of operating rules and switches to a procedure informed by general principles. This procedure falls short of providing an eliminative translation for the connective “is at”, which is necessary for the reduction. In dissecting Quine’s objection, I argue that Quine has (...) at best proven the claim that the use of general principles essentially fails the task of radical reductionism. However, in order to establish the conclusion that the Aufbau fails in principle, Quine needs to further vindicate two other claims. They are: first, a switch from operating rules to general principles is necessary; second, the set of general principles Carnap adopts is the best alternative. By disambiguating the notion of “explicit definition” and examining the concept of definability in the Aufbau, I explore the possibility of justifying these two claims that Quine overlooks in his objection. The result suggests that Quine’s objection stands in tension with his radical reductionist reading of the Aufbau. (shrink)

Tristram Engelhardt, Jr. offers erudite and compelling arguments for the view that all families should try to realize the traditional family. Although I tend to agree with him from my personal standpoint, I doubt that this view can be justified to those with whom we are in reasonable disagreement about the family. I make three critical points. First, though Engelhardt stops short of saying that the state should encourage people to form traditonal families, or discourage those who do not, some (...) state perfectionists might do so. From the perspective of public reason, it is unjust for the state to favor some conceptions of the good over others, if these conceptions are all reasonable. Moreover, those whose conceptions of the good are not favored would feel that they are disrespected. Second, insofar as Engelhardt thinks that all families should try to realize the traditional families, the traditional family would not be a good to those who do not like children. Moreover, it would be difficult to persuade those who have decided not to have children for reasons of career, burden, or more altruistic concern. Third, against Engelhardt’s stance against the “egalitarian aspirations” of liberalism, I argue that too often women sacrifice their possible careers for the sake of the family, even should they hold advanced degrees from prestigious universities, or professional qualifications. This kind of injustice is too uncomfortable to ignore. (shrink)

The puzzle of material constitution can be expressed in at least two ways. First, how can the constituting object and the constituted object, which are materially and spatially coincident, be regarded as different objects? Second, how can the constituting object and the constituted object, which are qualitatively distinct, be regarded as identical objects? Monists argue that the constituting and constituted objects are identical since they are materially and spatially coincident and the property differences between then are simply differences in description, (...) perspective or context. In contrast, pluralists argue that the constituting and constituted objects are not identical even if they are materially and spatially coincident since they are qualitatively distinct. This paper proposes a solution to the puzzle of material constitution called ‘Fregean Monism’ (FM), and shows that it can better account for the property differences between the constituting and constituted objects without the need to regard them as two distinct objects. On the FM view, the puzzle of material constitution is partly a semantic puzzle and partly a metaphysical puzzle, and shows how a solution to the semantic part of the puzzle, based on the Fregean distinction between sense and reference, can yield a satisfactory solution to the metaphysical part of the puzzle. The key idea is that while the reference of a term picks out both the referent object and referent properties, the sense of the term determine which referent properties are picked out. (shrink)

This paper examines the narrative contribution of the humorous gag, as a dynamic image intended to create ambivalence, in the biblical stories. Despite being one of the most important resources used to produce comedy in the visual arts, the gag can also be observed from a narratological point of view to meas-ure its involvement in a plot. Storytelling through gags provides an alternative means of approaching issues, developing threads and concluding episodes. The distinctiveness of the gag lies in the strength (...) of the images it suggests. The more shocking or misplaced a gag appears, the greater its contribution to the general narrativity, which may become more evident according to the strength of the image built. The interjection הֶאָח appears nine times in the Hebrew Bible. It is a vocalization which expresses happiness for the misfortunes of an in-group/out-group individual or collective. In accordance with the social theories of humor, that study the hostile function of laughter, it can be said that הֶאָח expresses onomatopoeically a specific kind of laughter that can be either socially «abrasive» or «lubricant». This article examines all the instances of הֶאָח in the HB and considers this interjection in line with the (...) sociological studies of the disparagement humor. Confirming the presence of wordplays in the BH is a controversial issue since vary among specialists the criteria for 1) their definition, 2) their classification, and 3) the understanding of their functions. This article examines recent approaches to the phenomenon in biblical studies by reviewing the work of some specialists. The focus will be on the disparity of the criteria used and the resulting terms and classifications. Moreover, the methodologies used in the biblical field will be contrasted with others of (...) the current linguistics. Therefore, firstly, some of the results of the most recent linguistic research in the field of wordplay will be presented to show: 1) differences in perception, cataloging and characterizing the wordplay between linguistics and Bible studies, and as a result, 2) a possible way forward for the latter. Broadening access to both computational and educational resources is crit- ical to diffusing machine learning (ML) innovation. However, today, most ML resources and experts are siloed in a few countries and organizations. In this article, we describe our pedagogical approach to increasing access to applied ML through a massive open online course (MOOC) on Tiny Machine Learning (TinyML). We suggest that TinyML, applied ML on resource-constrained embedded devices, is an attractive means to widen access because TinyML leverages low-cost and globally (...) accessible hardware and encourages the development of complete, self-contained applications, from data collection to deployment. To this end, a collaboration between academia and industry produced a four part MOOC that provides application-oriented instruction on how to develop solutions using TinyML. The series is openly available on the edX MOOC platform, has no prerequisites beyond basic programming, and is designed for global learners from a variety of backgrounds. It introduces real-world applications, ML algorithms, data-set engineering, and the ethi- cal considerations of these technologies through hands-on programming and deployment of TinyML applications in both the cloud and on their own microcontrollers. To facili- tate continued learning, community building, and collaboration beyond the courses, we launched a standalone website, a forum, a chat, and an optional course-project com- petition. We also open-sourced the course materials, hoping they will inspire the next generation of ML practitioners and educators and further broaden access to cutting-edge ML technologies. (shrink)

An increasing number of regulations propose the notion of ‘AI audits’ as an enforcement mechanism for achieving transparency and accountability for artificial intelligence (AI) systems. Despite some converging norms around various forms of AI auditing, auditing for the purpose of compliance and assurance currently have little to no agreed upon practices, procedures, taxonomies, and standards. We propose the ‘criterion audit’ as an operationalizable compliance and assurance external audit framework. We model elements of this approach after financial auditing practices, and argue (...) that AI audits should similarly provide assurance to their stakeholders about AI organizations’ ability to govern their algorithms in ways that mitigate harms and uphold human values. We discuss the necessary conditions for the criterion audit, and provide a procedural blueprint for performing an audit engagement in practice. We illustrate how this framework can be adapted to current regulations by deriving the criteria on which ‘bias audits’ for hiring algorithms can be performed, as required by the recently effective New York City Local Law 144 of 2021. We conclude by offering critical discussion on the benefits, inherent limitations, and implementation challenges of applying practices of the more mature financial auditing industry to AI auditing where robust guardrails against quality assurance issues are only starting to emerge. Our discussion as informed by experiences in performing these audits in practice highlights the critical role that an audit ecosystem plays in ensuring the effectiveness of such methodology. This study employs the Bayesian mindsponge framework (BMF) to explore what drives young adults’ pro-environmental behavior and purchases of green products at different levels of price. The results show that young adult’s knowledge of CE and care about environmental protection and energy saving encourages the practice of waste classification, while (...) factors that affect their willingness to pay (WTP) more for green and energy-saving products vary at different price tiers. Background: Critically ill patients often require complex clinical care by highly trained staff within a specialized intensive care unit (ICU) with advanced equipment. There are currently limited data on the costs of critical care in low-and middle-income countries (LMICs). This study aims to investigate the direct-medical costs of key infectious disease (tetanus, sepsis, and dengue) patients admitted to ICU in a hospital in Ho Chi Minh City (HCMC), Vietnam, and explores how the costs and cost drivers can vary between the (...) different diseases. -/- Methods: We calculated the direct medical costs for patients requiring critical care for tetanus, dengue and sepsis. Costing data (stratified into different cost categories) were extracted from the bills of patients hospitalized to the adult ICU with a dengue, sepsis and tetanus diagnosis that were enrolled in three studies conducted at the Hospital for Tropical Diseases in HCMC from January 2017 to December 2019. The costs were considered from the health sector perspective. The total sample size in this study was 342 patients. -/- Results: ICU care was associated with significant direct medical costs. For patients that did not require mechanical ventilation, the median total ICU cost per patient varied between US$64.40 and US$675 for the different diseases. The costs were higher for patients that required mechanical ventilation, with the median total ICU cost per patient for the different diseases varying between US$2,590 and US$4,250. The main cost drivers varied according to disease and associated severity. -/- Conclusion: This study demonstrates the notable cost of ICU care in Vietnam and in similar LMIC settings. Future studies are needed to further evaluate the costs and economic burden incurred by ICU patients. This paper examines the differences in the impact of ownership types and economic sectors on the business efficiency of 4,733 enterprises in Vietnam by the year of 2015. By the method of analysis of variance (ANOVA), it is shown that while types of ownership, foreign, state and private ownership, have a significant and different impact on the performance of businesses, the difference in economic sectors does not affect the enterprise efficiency. In addition, when testing simultaneous effect of these factors, some (...) findings are as follows: private-owned enterprises’ efficiency in the manufacturing and service sectors is better than those in agriculture, forestry and fishing sector; conversely, foreign invested enterprises operating in agriculture, forestry and fishing sector own better performance than theirs in manufacturing and service sectors; state-owned enterprises in manufacturing and service sectors is very less efficient than theirs in agriculture, forestry and fishing sector. The current global COVID-19 pandemic has led to a deep and multidimensional crisis across all sectors of society. As countries contemplate their mobility and social-distancing policy restrictions, we have a unique opportunity to re-imagine the deliberative frameworks and value priorities in our food systems. Pre-pandemic food systems at global, national, regional and local scales already needed revision to chart a common vision for sustainable and ethical food futures. Re-orientation is also needed by the relevant sciences, traditionally siloed in their disciplines (...) and without adequate attention paid to how the food system problem is variously framed by diverse stakeholders according to their values. From the transdisciplinary perspective of food ethics, we argue that a post-pandemic scheme focused on bottom-up, regional, cross-sectoral and non-partisan deliberation may provide the re-orientation and benchmarks needed for not only more sustainable, but also more ethical food futures.
